Default Wiper Fuse Blowing

I keep blowing the wiper motor fuse every time I start the car. This happens even when the wipers are not on. I disconnected the motor plug and the fuse does not blow and the washer pump works. I reconnected the motor plug and the wipers worked for a few days before the fuse blew again. I repeated this procedure but it has gotten to the point where the fuse blows no matter what. Could the plug be bad? I don't think the motor is bad because it worked when the fuse was not blown. Is there a series of electrical tests I can do with my Multimeter that can tell me what the problem is?

Fuses "blow" because the current on that circuit exceeds the rating.

To test the motor, you can either do an ohms test or hot wire it off the battery. All the info you need is in your manual.
