From wikipedia should apply from 2006-8:
Summary: yes it has a chain. The easiest way to check is to remove the 4 bolts (at least on the 02 it's 4) to the upper timing cover and check.
The revised Optima was launched in November 2005 in Korea; and for North America on January 9, 2006 at the North American International Auto Show, now differing to a greater degree from the Sonata. In Australia, the car was renamed as the Magentis.
Unlike the previous Optima, this vehicle uses a global platform, unique to Kia, designated "MG".
The car continues to be built in South Korea. The current Optima/Magentis shares its 2.4L I4 engine with the Sonata, and uses a 5-speed "Sportmatic" automatic or 5-speed manual transmission.
The Optima received a crash test rating of 5-stars from the NHTSA[1] and 4-stars from Euro NCAP[2].
The second generation Optima has been used for cabs in Singapore.

On our 07 Magentis 2.4 I don't see any inspection cover ,to see the chain you would need to remove the rocker cover.

There is no inspection cover on that one. It does have a chain, An as long as you change your oil on time you will have no problems with it!
